fix(mobile): explain iOS-only settings on Android

Android showed two iOS-only settings without saying they were unsupported. Device Notifications was disabled with no explanation, while Live Activity Updates could still be tapped and ended in a registration error.

This disables both rows before their handlers run and adds an iOS only subtitle. iOS keeps its existing labels and behavior.

• focused platform presentation tests
• mobile typecheck
• targeted lint and format checks
• mobile native static check
• iOS dev client confirmed the supported rows are unchanged
• structured autoreview with no actionable findings

Android simulator verification and before/after screenshots are still pending because this machine does not have the Android SDK or an emulator installed.

• Adds resolveAgentAwarenessPlatformPresentation in SettingsRouteScreen.logic.ts that returns {supported: false, subtitle: 'iOS only'} on Android and {supported: true, subtitle: undefined} on iOS.
• The 'Device Notifications' and 'Live Activity Updates' rows in SettingsRouteScreen.tsx are now disabled and show the subtitle 'iOS only' on non-iOS platforms.
• Extends SettingsSwitchRow.tsx with an optional subtitle prop that renders muted text beneath the row label.
