Version choice and impact

This is a patch release because the Screen Wake Lock manager is a compatible public addition. The runtime implementation is unchanged from the immutable 0.1.51-preview.0 consumer preview; this pull request changes the package version, lockfile entry, generated libVersion(), and release record only.

The manager provides closure-scoped and explicit logical leases, shares one platform sentinel across overlapping work, reacts to visibility changes, remains usable when the platform API is unavailable, and exposes instance-scoped diagnostics and injection for tests.
