This commit conditionally creates the test targets if uvwasi is the root project. This is to prevent collisions with targets from projects that embed uvwasi. Refs: #118

This commit conditionally creates the test targets if uvwasi
is the root project. This is to prevent collisions with targets
from projects that embed uvwasi.

I tested this by adding a
checktarget to wasm3. Prior to this change it failed. With this change, it succeeded.
