Clean outdated JFrog reference

What Does This Do

Remove -PbuildInfo.build.number=$CI_JOB_ID argument from gradle command.

Motivation

buildInfo.build.number is a JFrog reference. See: https://docs.jfrog.com/integrations/docs/artifactory-gradle-plugin#buildinfo-block:~:text=buildInfo.build.number. We no longer use JFrog as of #2425, so this argument is unnecessary.
