Summary

add Settings to the native application menu
bind the platform shortcut: Cmd+, on macOS and Ctrl+, elsewhere
route the menu action to the settings section

Testing

cargo test -p zeron-ui --lib (424 passed)
manually verified the Settings screen opens in the GPUI app
