GitHub outage alerts have been opt-in since the feature was introduced, so users can miss useful context when GitHub operations fail. Default the alerts to enabled when no preference has been stored, while continuing to respect an explicit opt-out. Update the focused contract coverage and user documentation to match. Tested with `vp test run packages/contracts/src/settings.test.ts` (37 tests passed). --- Written by an agent (T3 Code, gpt-5.6-sol).
