feat: add watch options config

Overview

Adds a top-level watchOptions config field for dev-mode file watching. The options are merged into Vite's Chokidar watcher while keeping WXT's internal .output and .wxt ignores, and the syntax-error recovery watcher now uses the same options.

Manual Testing

• bun run --filter wxt test user-config
• bun run --filter wxt check
• bun run --filter wxt test run
• bun run docs:build
