Exercise the bounded metadata candidate on APFS and NTFS, retain completion-last negative receipts, and keep product routing unchanged.
Make sidecar deletion an explicit non-observation and validate shared native source authority before interpreting a falsifier.

Result
APFS detects every supported mutation in the native matrix. NTFS does not: fast foreign carrier creation can preserve the directory metadata and USN values used by the candidate. Pair qualification therefore fails closed and emits no acceptance package. Product routing remains unchanged.
