Move the qualified SQLite-WAL bodyless core into product-owned session modules and make qualification reuse that single implementation. Keep profile selection unrouted and prove the off handle performs no physical derived access while bundled SQLite enters the normal build closure.

Promotes the qualified SQLite-WAL bodyless implementation into product-owned session modules while keeping it dormant and unrouted. The default off profile performs no derived filesystem actions, the active profile reuses the single product SQLite core, and bundled SQLite is part of the normal build closure.
