Follow-up to #2062. Replaces World.getBackendCapabilities() and world-vercel's GET /v2/capabilities probe with a static capabilities.dynamicWorkflowCode flag, the same way other World features are declared.

  • start() refuses a dynamic start when the World doesn't declare capabilities.dynamicWorkflowCode, before any key lookup, upload, run creation, or queue message.
  • world-vercel, world-local and world-postgres declare it. local and postgres still don't implement uploadDynamicWorkflowCode, so their code is always sent inline on run_created.
  • Removes BackendCapabilities, World.getBackendCapabilities, and world-vercel's createGetBackendCapabilities export.
  • On Vercel, a project that doesn't have dynamic-source storage enabled now fails at the run_created write (400) instead of at a pre-start probe. The dynamic e2e suite skips on that message the same way it used to skip on the probe result.

Trade-off: run_created and the queue publish run in parallel, so when the backend refuses the create, the queue message is already out. Its consumer's resilient run_started carries the same code and gets the same refusal.

The collapsed CRTT drill-down: per-variant RTT histograms (fixed log bins, · = empty) and mean RTT/positive-CDV profile lines over stream progress and chunk size. Histograms, avgs, and profiles merge exactly across runs; p50–p99 are percentile-of-percentiles. Per-index rows live in the artifacts.

No backport to stable for 9d72807 (AI decision).

This is an API refactor of the dynamic-workflows surface — it replaces World.getBackendCapabilities() and world-vercel's /v2/capabilities probe with a new static capabilities.dynamicWorkflowCode flag and removes the BackendCapabilities type and createGetBackendCapabilities export — not a fix for a user-visible defect. It also builds on machinery that does not exist on stable: git show origin/stable:packages/world/src/interfaces.ts has no getBackendCapabilities, and packages/world-vercel/src/backend-capabilities.ts is absent there. Adding a new World capability flag plus a breaking removal of existing World API is exactly the kind of change a maintenance line should not take.

To override, re-run the Backport to stable workflow manually via workflow_dispatch and paste this commit SHA into the ref input:
