fix: explicitly dispatch package.yml after tag push

Summary

• GITHUB_TOKEN-based tag pushes do not trigger other workflows in GitHub Actions, so package.yml (binary builds) never fired automatically after a release tag was created
• Adds an explicit gh workflow run package.yml --ref "$TAG" step at the end of release-on-merge.yml to dispatch the build after the draft release is created
• Updates the workflow comment to document why the explicit dispatch is needed

• Merge a PR to main and verify package.yml runs automatically for the new tag
