and also clarify whether this requires a publication as normally it does and user would provide a DOI where neotype proposal is justified or explained. This is currently not clearly articulated in the SeqCode. I will rise this issue with Barny and Iain.

Modify message box on main page as Register new name or new type?. "?" will provide the definition of what new type is.
