[Bug]: When desactivated, diff hover tooltip in the right panel + menu is hidden

Steps to reproduce

1. Make sure that you have not git repository opened.
2. Open the right panel
3. Open something (files, terminal, whatever) so you can use the minified version of the selector (the dropdown menu)
4. Hover the deactivated diff option

Expected behavior

The tooltip is hidden beneath/behind the "main" menu rather than below it by example.

Actual behavior

It should go below I guess as diff is the last one, or over the menu but it wouldn't look consistent with the rest of the ui (browser hover by example is going on top of the menu and not below
