It is mentioned in our doc https://github.com/nodejs/package-maintenance/blob/master/docs/drafts/DEPRECATE-GUIDELINES.md#identifying-unmaintained-package on how to identify an unmaintained package, but we did not address the "reasonable amount of time" for these situations.
