Tracking Issue: Port all SonicBoom tests for FastUtf8Stream

#58897 ports the SonicBoom module into node:fs as FastUtf8Stream. Not all of the tests were directly importable because they require on a third-party dep called "proxyquire". These need to be fully ported.

Hello, would you mind if I send these tests to the branch you mentioned?
I added the tests under parallel. I wonder if this is the wrong choice, or if I can also add them under the dep
