[Bug]: Not possible to disable Guest-Allowlist (change doesn't save)

Bug description

In guest-permissions it is possible to set an allowlist for guest-apps.

1. Error: Deactivating this Option isn't possible (setting isn't saved after changing).

2. Error: Allowlist-Entrys aren't fully visible and not fully readble

3. Error: When clicking in the field, the chosen entrys dissapear and a list of values opens, but none of them seems visibly chosen (no checkmarks visible).

4. Error: The Reset-Button doesn't work.

Steps to reproduce

1. Open the Administrator-Settings
2. Open the general Guest-Settings
3. Disable the allow-list-setting, change to anoter menu-point and change back to guest-settings: the allow-list-setting is active again
4. Try to edit the allow-list (not all entrys are visible, when the textline exceeds the lengh of the field; by opening the dropdown-list the chosen entrys arent marked)
5. Thy to Rest the allow-list after editing.

Expected behavior

The user should be able to deaktivate the allow-list-setting.
The user should be able to read all chosen entrys of the allow-list an all chosen entrys shoud be marked visible in the list.
The Reset-Button shoud set the default-settings.

2. Let's track that in App restrictions in the admin UI don't wrap #1124
3. I'm unable to reproduce this behavior. Can you still reproduce this behavior today? Either way, let's track this in App's allowlist's check mark is not visible #980

Hi, we accoutered the same issue on v27, v28, v29 (not tested v30 yet) . None of the Toggles on that page work, well, the setting doesn't get saved.

changing the value through occ works:

 sudo -u www-data php occ config:app:set guests allow_external_storage --value true

I should have posted my comment here probably. This is reproduce for Nextcloud 29.0.12 and Guests 3.2.0 as well as Nextcloud 30.0.5 and Guests 4.1.0. Just nothing happens (in the web developer tools like console output or XHR) when toggling the switches.

Changed settings in the UI (/settings/admin/guests) are also not saved for me. I'm on Nextcloud 32.0.8 and Guests 4.7.5.

I were hoping to change the app allowlist (disabling dashboard and enabling spreed) using occ as posted above by @NoNamedCode, but I can't find the config key and I don't have the skills to find it in the source code.
