npm vs Docker Hub Publishing Configuration

Goal:

As a maintainer of the Mojaloop OSS codebase

I want to ensure the Mojaloop release repos publish to either npm or Docker Hub.

so that the correct artifact is built.

Acceptance Criteria:

• [] For those repos that do not produce a Docker image, the build should not try to push an image to Docker Hub.
• [] For those repos that produce a Docker image, the build should not try to push a library to npmjs.com.
