• Update docker config to handle logfile output

Note: this repo currently doesn't use the central-services-logger library directly, but since this config is backwards compatible, I figured it would make sense to (1) help keep dockerfiles as consistent as possible, and (2) in case we want to use the updated central-services-logger in the future, or update a nested dependency in the future.
