Better type truncation in error messages

@weswigham has a PR for better truncation in some of our type builders (#24258). We should leverage this work in our error messages for 3.0.

@DanielRosenwasser technically completed by #24258, I believe. I do think we probably need a way to opt to inspect the elided information... but we can figure that out, right?
