All devs need to run `poetry run autohooks activate --force`.
Using python3 -m pip will always select the correct pip version despite having installed it manually as pip or via debian packages as pip3
Also add section about activating the git hooks via autohooks.
The referenced license file was already AGPLv3+. Just the caption was still GPLv2+.
Replace pipenv usage at CirclCI with poetry.
