Introduces a 3-tiered golden resolution fallback system to eliminate redundancy across multi-platform golden files while supporting ABI-level and arch-specific variations:

  1. Arch-specific golden (e.g. goldens/android_armeabi-v7a/foo.h)
  2. ABI-tier shared golden (e.g. goldens/android_32/foo.h)
  3. Generic default/host golden file (e.g. foo.h at package root)
