Deploy crubit_rustfmt binary to BinFS for google3format integration
Add crubit_rustfmt to the tools Fileset in //devtools/rust/tools:tools so that it is packaged and deployed to /google/bin/releases/rust-tools/tools/bin/crubit_rustfmt via BinFS. This allows google3format to invoke crubit_rustfmt across all Google machines without local toolchain dependencies.
