Add Veryl as a new programming language.
Description
https://veryl-lang.org is a modern hardware description language (HDL) designed as a successor to SystemVerilog. It provides a type-safe syntax, a package manager (Veryl.toml), and a full toolchain (formatter, language server, test runner, documentation generator). Veryl source transpiles to synthesizable SystemVerilog.

Note on usage threshold
I'm aware that path:*.veryl (~1.4k) is currently below the 2,000-file threshold. The count has been growing steadily and is likely to cross the threshold in the near future. Given the typical PR review and release cycle, I'm opening this PR a little ahead of time so that detection support can land close to when the threshold is met.
