Catalog & update descriptions of nox tasks in user & developer guides

Summary

As noted in the preparation of 1.3.0, many of the nox tasks have not yet been more comprehensively documented in the User Guide nor, in some cases, updated. It is important to detail what these are used for and how they are customized. Some information may be gleaned from the Issues & Changelog entries related to the addition of the said tasks.

Task(s)

• Update the User Guide & Developer Guide with the missing nox tasks
  • If some information overlaps, ensure that this is put into a shared file which is loaded in each.
• Update the documentation for nox tasks which were previously described that have updated names
  • i.e. nox -s test:typing
