xo 2.0.2 only loads xo.config.js/mjs/ts/mts, so xo.config.cjs was silently ignored and lint ran with xo defaults (1770 errors). Rename the config and update rules to flat-config names (@stylistic/*) plus overrides matching the project's prettier/CommonJS style. Declare globals and dotenv as devDependencies and regenerate the stale lockfile, which still contained the removed eslint-config-rem tree.

Right now if Devdocs app is not been focused, in some cases we have to trigger global shortcut twice to activate app to input search phrases. This PR is expected to fix this issue.
