Port the pipeline YAML files from release/9.0.0 to release/8.0.0:

  • Add azure-pipelines-PR.yml (new file for PR builds)
  • Update azure-pipelines.yml to use 1ES pipeline templates

- Switch from MicroBuild.1ES.Official.yml@MicroBuildTemplate to
  v1/1ES.Official.PipelineTemplate.yml@1ESPipelineTemplates
- Remove customBuildTags (ES365 migration marker)
- Remove unused TeamName variable (keep _TeamName for MicroBuild signing)
- Fix helixRepo from dotnet/symreader to dotnet/sourcelink in both pipelines
