Support all parameters and response file in TerminalLogger factory

#11318 added a factory for Terminal Logger so anyone can safely create an instance. So far, it supports only a couple of parameters. We have to move the CommandLineSwitches* types to the Microsoft.Build project and reuse them in the TL factory implementation.
