ic-ref cannot properly handle HTTP/2 #180

Running ic-nns-init against ic-ref does not work properly (results in BrokenPipe errors) because ic-nns-init uses HTTP/2 by default. Switching to HTTP/1.1 in ic-nns-init fixes the issue. Long term we should also fully support HTTP/2.
