Bundle bricks CLI with the extension

Add a build step that fetches the bricks CLI from https://github.com/databricks/bricks/releases and bundles it with the extension.

Also add sample code of how to invoke the CLI from the extension.

For now we can do an universal build that includes binaries for all platforms.

• download to packages/dtatbaricks-vscode/bin
• in dev mode we could just symlink ln -s ../../../bricks/dist/* bin/ -> yarn run packacke:cli:dev
• use gh CLI for GitHub actions -> yarn run packacke:cli:release

We compile the release on internal eng-dev-ecosystem repo since we want don't want github tokens in public repo. This release can then be uploaded to databricks-vscode repo.
