feat(templates): add systemprompt AI governance gateway

Hello, I am a human. This PR adds a one-click service template for systemprompt, a self-hosted AI governance gateway. I build and maintain it (systempromptio/systemprompt-template). The template provisions the gateway web service from our GHCR image plus a PostgreSQL 18 database, with JWT secret and DB password generated via Coolify magic variables.

Testing

Deployed this exact YAML on a fresh Coolify 4.1.2 install: magic variables substitute correctly, service reaches running:healthy in ~40s, and /api/v1/health returns healthy through the Coolify-assigned domain (screenshots above).
