This PR updates the dependency to the v3-1-test branch. This ensures that we use the latest cache image built from v3-1-test when running the docker-compose setup in the airflowctl integration tests, which we are already scheduling.
I also think this can serve as the basis for other distributions to move their tests to main, while we run Airflow core tests only in the supported branches v{MAJOR}-{MINOR}-test.
