This PR introduces an Agent Card Signing + Verification sample in js under samples/js/agents/sign-and-verify-agent-card
It is designed as a modern, 1-to-1 js equivalent of samples/python/agents/sign-and-verify-agent-card, adhering strictly to the A2A v1.0.x specification
