If you have two commanders at spawn it would be nice to choose and place them independently.

I think the more elegant solution is not to give double commander. Of course the extra body and starting resources matter gameplay-wise, but competitive MM will never create uneven games and I think it's fine if cluster rooms are not "pure".

Public (autobalanced) rooms can use Elo sum[1] instead of average when creating an uneven game. This is the intuitive way of balancing teams (for example, pro VS noob + avg Joe feels more "natural" than pro+noob VS avg Joe with 2 coms).
