改正之前通过ShadowContext获得的ApplicationInfo和通过PackageManager获得的ApplicationInfo是两种不同实现，同时两种实现还各自缺少一些信息。将Runtime层被PackageManager转调的类简化，将"先查插件，没有再查宿主"的逻辑统一放到Loader的PluginPackageManager中。
