Teach Dependabot the verified-incompatible majors - #154

The first live Dependabot sweep re-offered all three upgrades that were already tried and verified incompatible with this codebase: TypeScript 7 (ERESOLVE - typescript-eslint peer range caps at the previous major; broke npm ci in the grouped tooling PR), Microsoft.OpenApi 3.x, and Spectre.Console 0.57.x. Ignore rules with in-file rationale keep them from coming back on every weekly run; revisiting them stays a deliberate decision.

The first live Dependabot sweep re-offered all three upgrades already verified incompatible with this codebase: TypeScript 7 (#138, and inside the grouped tooling PR #140 - ERESOLVE on npm ci because typescript-eslint caps its peer range at the previous major), Microsoft.OpenApi 3.x (#134) and Spectre.Console 0.57.x (#145/#146). Adds ignore rules with in-file rationale so the weekly runs stop re-offering them; the corresponding PRs get closed.
