That file is generated by the source generator shipped inside Microsoft.AspNetCore.OpenApi 10.0.10, which is compiled against the 2.x API. The 3.x major made IOpenApiMediaType.Example read-only, so Microsoft's own generated code stops compiling in this project. There is no local fix: the package's .targets exposes no property to switch the generator off, and the upstream release notes are explicit —

ASP.net users should remain on version 1.X for ASP.net < 10, and version 2.X for ASP.net 10 — this new major version will be implemented in a future version of ASP.net.

Worth recording why this looked perfectly routine: the nuspec of Microsoft.AspNetCore.OpenApi declares Microsoft.OpenApi >= 2.0.0 and no upper bound. NuGet therefore resolves 3.9.0 without objection, and there is nothing in the metadata for Dependabot to read. The real ceiling lives only in the generator's compiled form and in that one sentence above — so it surfaces at compile time and nowhere earlier. No fault of yours.
