Launch file shutdown can cause motors to halt (ros ticket #4750)

It looks like operations on PR2's that start or stop lots of processes (like when launching or shutting down) can cause motors to halt. The computer stops sending commands to the motors, even though the realtime loop should have priority. Derek thinks this may have to do with the hard drive interrupts.
