[MIG] stock_quant_cost_info: Migration to 17.0

Migration of stock_quant_cost_info to version 17.0.

Changes

• Bump version from 16.0.1.0.0 to 17.0.1.0.0
• Fix xpath in report_stockinventory.xml to match Odoo 17.0
  report structure (t-field='line.quantity' instead of
  t-field='line.inventory_quantity')

Notes

Compatible with Odoo 17.0:

• view_stock_quant_tree_inventory_editable ✅
• stock.report_inventory template ✅
• inventory_diff_quantity field ✅
• adjustment_cost computed field ✅
• pre_init_hook using raw SQL ✅

Testing

• Module installs without errors
• Report xpath updated to match 17.0 structure
