ontap-mcp should gracefully restart when ontap.yaml file is changed

The idea is to poll ontap.yaml or use inotify via https://github.com/fsnotify/fsnotify to watch for cluster addition/removals. When changes are detected, ensure the new file parses correctly and then acquiesce outstanding requests and restart mcp
