This commit brings the GitHub Actions CI pipeline into full parity with the local validate-submission.sh script by running bandit for SAST and openenv validate for environment checks. It also updates .gitignore to prevent cache commits, updates pyproject.toml to list mypy and bandit in dev dependencies, and explicitly pins jscpd to 4.0.0 in the CI pipeline to prevent arbitrary breakages and false positives.
