A public inspection surface for governance claims.
This repo records claims and evidence of interruption reachability. It does not validate decisions, guarantee outcomes, or substitute for regulatory audit. It is not a certification scheme. It does not penalise systems for being at lower inspection levels.

This repo tests a specific question: when a system claims governance, is that claim supported by inspectable artefacts?
It does not evaluate any specific third-party system. It records what is publicly inspectable, what is claimed, and what evidence is missing.
A governance architecture may be coherent without yet proving enforcement.
Inspection separates:

| 5 | Replayable Audit Surface | Custody chains reconstructable from artefacts |
| 6 | Verifiable Cryptographic Proof | Receipts signed and independently verifiable |
| 7 | Runtime Enforcement Evidence | Downstream execution provably prevented |
| 8 | Production Interrupt Mechanism Claim | Sustained enforcement under operational conditions |
These levels are not equivalent. Each must be demonstrated separately. A system can hold any level as a legitimate position.
