Loading time is longer than PyPlot

On my laptop, using PyPlot takes about 1 second, while using PythonPlot takes about 3 seconds. Is it possible to speed it up?

Requires speeding up PythonCall (which is slower to load than PyCall, mainly because PythonCall links libpython more dynamically with a runtime python configuration)
