docs: clarify org command center project routing

Summary

• Clarifies .github as the HawkinsOperations command-center routing surface.
• Updates six-repo authority routing and reviewer/demo click paths.
• Preserves private control-board routing without promoting Project Update HO-DET-001 public routing proof level #2 as final canonical project-number truth.

Project routing boundary

• The currently visible private org control board route is /projects/2.
• Project number is not final canonical project-number truth pending Project Add reviewer start and control status matrix #1 reclaim closeout.
• No broken /projects/1 links remain.

Proof boundaries

• .github is routing/governance only.
• The project board is operating control only.
• hawkinsoperations-proof remains proof authority.
• Website/rendering is not proof authority.
• Ledger remains NOT_PUBLIC_SAFE.
• Front-door/status proof ceiling remains SCHEMA_CONTRACT_VERIFIER_EXISTS_ONLY.

Validation

• git status --short --branch -uall showed the PR branch clean before push.
• git merge-base --is-ancestor 7da85eea04bbc84be9de0a62273e23f2d895b147 HEAD passed; the known commit remains in branch ancestry.
• git diff origin/main...HEAD --name-only returned only the six approved Markdown paths.
• git diff --check origin/main...HEAD passed.
• Local Markdown link check passed: LOCAL_MARKDOWN_LINKS_OK.
• Project routing negative check passed: PROJECT_ROUTING_NEGATIVE_CHECK_OK.
• Proof-boundary negative check passed: PROOF_BOUNDARY_NEGATIVE_CHECK_OK.

Git emitted LF-to-CRLF warnings during earlier working-tree checks only; no diff-check errors were reported.
