Summary

  • Adds a reviewer-facing HawkinsOperations Control Panel to existing .github routing docs.
  • Adds a 30-second reviewer path, repo authority table, proof/block boundary summary, and Mermaid routing diagram.
  • Keeps the root README concise while routing reviewers to the profile, Start Here, authority map, status matrix, and proof records.
  • Tightens the control status matrix with the REAL_CONTROL rule.

  • Blocked claim terms were reviewed as blocked/do-not-infer context only.
  • gh issue list --repo HawkinsOperations/.github --state open --search '"proving ground" in:title' returned no open issue titles.

Proof ceiling

This PR is reviewer routing and governance cleanup only. It does not make GitHub rendering proof, does not make Project #2 public, and does not promote runtime, signal, public-safe, production, autonomous SOC, AI-approved disposition, analyst-approved disposition, Cribl-routed, Wazuh-routed, AWS-live, fleet-wide, or live Splunk firing claims.

Blocked claims preserved

Runtime-active, signal-observed, public-safe runtime proof, production-ready, autonomous SOC, AI-approved disposition, analyst-approved disposition, Cribl-routed, Wazuh-routed, AWS-live, fleet-wide deployment, and live Splunk firing remain blocked unless separately proven, reviewed, and approved.
