Adds OrcaReplay to the Development Tools section, in alphabetical position after bradsward/greenlight.

Why here: the section is full of tools that watch MCP traffic or drive live servers (greenlight, mcpshell, ithena-cli, mcptools, mcp-chat). OrcaReplay covers a different debugging loop: it records the agent→provider traffic of a run into a local trace library and serves those traces over its own stdio MCP server (six read-only tools: list, show, checkpoints, graph, replay, compare). So a run that already happened can be inspected, diffed, and replayed offline instead of reproduced by hand — the missing "playback" step next to the live trace viewers.
