What Does This Do
Removes all deprecated gradle features in preparation for gradle 8.

test-setsplugin is not being maintained and is incompatible with gradle 8. It will be fixed in separate PRs.MuzzlePluginstill reaches into theagent-bootstrapandagent-toolingprojects in a deprecated way.I can't for the life of me understand how gradle works and how to solve this 😞
