What does this PR do?
Adds scripts to build/list/publish/test nodejs8.10 and nodejs10.x layers. Also includes some fixes for bugs that were discovered from running the unit tests in the old 8.10 node runtime, and some additional tests to verify the changes.
Motivation
Easier tooling for deployment.
Testing Guidelines
You can run ./scripts/run_test.sh to test the code in the available runtimes. You must have the docker daemon running locally.
