BIOS LUC: replace with TRENDY implementation

When we merge the branches for BIOS and POP-TRENDY, we need to keep both implementations of land cover and land cover change.

Need to check the diff between the 2 branches to identify what we are talking about here.

Implement the NESP LUCC code in a branch off the CABLE-POP_TRENDY so we can run both implementations in different simulations and compare the results. We want to check here which implementation is the most correct.

NESP2pt9 branch has incorrect implementation and data so we only want to keep TRENDY implementation.
