Updates the requirements on pydantic-settings, pre-commit, ruff, mypy, setuptools, azure-cosmos, openai, python-socketio, eventlet, gradio, opentelemetry-api, opentelemetry-sdk, opentelemetry-instrumentation, datasets, tqdm, pyarrow, fastapi, uvicorn, docutils, m2r2 and agent-framework-foundry-hosting to permit the latest version.
Updates pydantic-settings from 2.14.2 to 2.15.0

Release notes

v2.15.0

Highlights

Behavior changes

  • case_sensitive now applies to init kwargs and config-file sources (#900). InitSettingsSource and the JSON/TOML/YAML config sources previously ignored case_sensitive. Since it defaults to False, case-insensitive matching is now the default for these sources — e.g. Settings(TeSt=...) now populates a test field where it previously did not. Nested keys are still matched case-sensitively.
  • Fields with unresolved forward references now emit a warning (#901). Settings sources can silently fail to resolve such fields; they now raise IncompleteFieldDefinitionWarning telling you to call model_rebuild(). If you have filterwarnings = error configured, this may surface as a new failure.
  • Non-JSON env values for strict fields now raise ValidationError (#926) instead of a less specific error.

New features

  • Show environment variable names in CLI help via cli_show_env_vars=True (#860), so generated --help output doubles as configuration documentation.
  • PYDANTIC_SETTINGS_DEBUG for debugging settings resolution (#906, #913). Set it to a truthy value with DEBUG logging enabled to see each source's contribution in priority order, which source won for each value, and which env_file/secret files were probed, loaded, or skipped — the long-standing "why isn't my .env being picked up?" question.
  • toml_table_header for regular TOML files (#882, #886, #887), letting you root settings at a nested table in any TOML file, not just pyproject.toml.
  • Traversable support for JSON/TOML/YAML file sources (#902), so you can load config packaged inside a distribution — including files inside a zip or wheel — via importlib.resources.files(...) without casting to Path.
  • GCP: project_id can come from an earlier settings source (#878), rather than only from the constructor or GOOGLE_CLOUD_PROJECT.

Bug fixes

  • Fix env vars not loading on Windows with case_sensitive=True (#894). Windows upper-cases os.environ keys, so fields raised Field required instead of picking up their values.
  • Read secret files as UTF-8 instead of the platform locale encoding (#917). On Windows code pages such as cp1252 this silently corrupted non-ASCII secrets.
  • Fix AliasPath on nested model fields not JSON-decoding env values (#898).
  • Fix case-insensitive matching for optional nested models (#905).
  • Fix dotenv extras being wrongly claimed by a complex field sharing a name prefix (#912) — e.g. dbx_token being swallowed by a db: dict field.
  • Fix nested_model_default_partial_update=True corrupting discriminated unions (#876).
  • Fix Secret subclasses crashing when loaded from the environment (#920).
  • Fix enum names not parsing through nested annotations such as Optional[Annotated[MyEnum, ...]] with env_parse_enums=True (#910).
  • An empty yaml_config_section now falls back to defaults instead of raising AttributeError: 'NoneType' object has no attribute 'keys' (#914).
  • NestedSecretsSettingsSource no longer follows symlinks pointing outside secrets_dir (#889).
  • GCP: skip the list_secrets call when case_sensitive=True (#862), lowering the required IAM permissions to just roles/secretmanager.secretAccessor.
  • AWS: types-boto3[secretsmanager] is no longer required at runtime (#880).

Documentation

  • Document JSON parsing of complex env values, plus a comma-separated-values recipe (#919).
  • Recommend an async settings loading pattern (#908).
  • Clarify behavior when an unprefixed value is present in a dotenv file (#895).
  • Clarify environment variable helper descriptions (#867) and fix assorted typos (#904).

Packaging changes

Mypy 2.3

We've just uploaded mypy 2.3.0 to the Python Package Index (PyPI). Mypy is a static type checker for Python. This release includes new features, performance improvements and bug fixes. You can install it as follows:

python3 -m pip install -U mypy

You can read the full documentation for this release on Read the Docs.

The Upcoming Switch to the New Native Parser

We are planning to enable the new native parser (--native-parser) by default soon. We recommend that you test the native parser in your projects and report any issues in the mypy issue tracker.

Mypyc Free-threading Memory Safety

Free-threaded Python builds that don't have the GIL require additional synchronization primitives or lock-free algorithms to ensure memory safety when there are race conditions (for example, when a thread reads a list item while another thread writes the same list item concurrently). This release greatly improves memory safety of free threading.

List operations are now memory-safe on free threaded Python builds, even in the presence of race conditions. This has some performance cost. For list-heavy workloads, using librt.vecs.vec instead of list is often significantly faster, but note that vec is not (and likely won't be) fully memory safe, and the user is expected to avoid race conditions. The newly introduced librt.threading.Lock helps with this. Using variable-length tuples can also be more efficient than lists, since tuples are immutable and don't require expensive synchronization to ensure memory safety.

Instance attribute access is also (mostly) memory safe now on free-threaded builds in the presence of race conditions. We are planning to fix the remaining unsafe cases in a future release.

Full list of changes:

  • Make attribute access memory safe on free-threaded builds (Jukka Lehtosalo, PR 21705)
  • Fix unsafe borrowing of instance attributes with free-threading (Jukka Lehtosalo, PR 21688)
  • Make list get/set item more memory safe on free-threaded builds (Jukka Lehtosalo, PR 21683)
  • Don't borrow list items on free-threaded builds (Jukka Lehtosalo, PR 21679)
  • Make multiple assignment from list memory-safe on free-threaded builds (Jukka Lehtosalo, PR 21684)

Updates setuptools to 84.0.0

Changelog

Sourced from setuptools's changelog.

v84.0.0

Features

  • Newline-separated keywords and platformspypa/setuptools#4887old specification <https://peps.python.org/pep-0345/>_ separated items with spaces and the current one uses commas. (#4887)
  • Extensionpypa/distutils#373#5022)
  • The C compiler modules now emit log messages through their own compilers.C.* loggers instead of the distutils root logger, part of decoupling the compilers package from distutils. The logger names are normalized to a stable compilers.C.* prefix so they remain constant as the package migrates toward a standalone compilers.C distribution. (#5266)
  • The C compilers gained a Compiler.call method -- a thin wrapper over subprocess.check_call (with macOS deployment-target env injection) that is the modern replacement for Compiler.spawn. The compilers no longer depend on distutils.spawn, distutils.dir_util, distutils.file_util, distutils._modified, or distutils.util.execute/split_quoted: the generic newer/newer_group and split_quoted helpers are vendored into the compilers package, and Compiler.mkpath/move_file/execute are implemented directly on the standard library (os.makedirs/shutil.move). The methods are retained for backward compatibility. (#5267)
  • The compilers no longer depend on distutils.util, distutils.version, distutils.compat, or distutils._macos_compat. The platform-identification helpers (get_platform/get_host_platform/is_mingw) now live in distutils.compilers.platform.detect and the macOS deployment-target logic and compiler_fixup in distutils.compilers.platform.macos; CygwinCCompiler.gcc_version returns a packaging.version.Version. distutils.util re-exports the platform/macOS helpers from their new homes for backward compatibility rather than keeping duplicate copies. (sysconfig lookups still route through distutils pending its own decoupling.) (#5268)
  • The compilers now read their build configuration from the standard library's sysconfig instead of distutils.sysconfig. Per-compiler customization -- previously distutils.sysconfig.customize_compiler -- has moved into Compiler.configure_system(): a no-op on the base class, with UnixCCompiler applying the compiler/flag/archiver settings CPython recorded in sysconfig (and the usual CC/CFLAGS/LDSHARED/… environment overrides). distutils.sysconfig.customize_compiler is retained as a thin wrapper that calls compiler.configure_system(). (#5269)

Bugfixes

  • The MSVC linker now passes its arguments through a response file when the command line would exceed the Windows maximum length, fixing failures when linking a large number of objects. (#4177)
  • The Cygwin and MinGW compilers now pass -O1 instead of a bare -O. The two are equivalent to GCC, but cc1 rejected the bare form when building 32-bit extensions with -m32. -- by :user:dchaudhari7177 (#4873)
  • copy_filepypa/distutils#379#5079)
  • Setuptools wheels no longer bundled the project's own test modules. -- by :user:itscloud0 (#5212)
  • build_ext no longer fails when cross-compiling with a compiler other than MSVC (such as MinGW). Compiler now provides a no-op initialize()pypa/distutils#399

Improved Documentation

  • Clarified what "correspond exactly to the directory structure" means in the packages section of the Package Discovery user guide. (#4109)
  • Documented how bdist_wheel's py_limited_api option controls abi3 wheel tagging for extension modules -- by :user:Himanshuagrawal4 (#4741)

Deprecations and Removals

  • Compiler.spawn is deprecated in favor of the new Compiler.call. call raises native subprocess exceptions; spawn remains as a shim that emits a DeprecationWarning and translates them to DistutilsExecError. The MSVC spawn compatibility shim for third-party monkeypatches predating the env argument (numpy.distutils before 1.19, per pypa/distutils#15) has been removed. distutils.spawn.spawn is likewise reduced to a thin wrapper around subprocess.check_call: it no longer resolves cmd[0] via shutil.which (subprocess searches PATH itself) nor injects MACOSX_DEPLOYMENT_TARGET (that now lives with the compilers, the only callers to which it applied). (#5267)
  • Building an extension with a MACOSX_DEPLOYMENT_TARGET lower than the interpreter's configured value now raises compilers.errors.PlatformError instead of distutils.errors.DistutilsPlatformError (the macOS deployment-target check moved into the compilers package). CygwinCCompiler.gcc_version returns a packaging.version.Version rather than the removed distutils.version.LooseVersion. Completing the transition begun in pypa/distutils#246, UnixCCompiler.runtime_library_dir_option now returns the ["-Wl,--enable-new-dtags", "-Wl,-rpath,<dir>"] list directly for GNU ld rather than collapsing it into a single string, and the temporary distutils.compat.consolidate_linker_args shim has been removed. (#5268)
  • The compilers now define their own exception vocabulary instead of borrowing distutils' framework errors. Language-agnostic exceptions (Error, UnknownFileType, and a new PlatformError) live at distutils.compilers.errors, leaving room for future compilers.<language> siblings; the C/C++-specific CompileError/LinkError/LibError/PreprocessError remain in distutils.compilers.C.errors. The compilers now raise compilers.errors.PlatformError where they previously raised distutils.errors.DistutilsPlatformError/DistutilsModuleError, and compilers._modified.newer raises the stdlib FileNotFoundError. distutils.errors keeps its own framework exceptions and re-exports the compiler ones (CCompilerError, CompileError, etc.) for backward compatibility; because CCompilerError is compilers.errors.Error, code catching it (as distutils' top-level handlers do) still catches the new PlatformError. (#5270)
  • customize_compiler now asserts that the compiler-related config variables (CC, CXX, CFLAGS, etc.) resolve to strings, raising AssertionError if any are unexpectedly Nonepypa/distutils#363

azure-cosmos_4.16.3

4.16.3 (2026-07-29)

Bugs Fixed

  • Fixed regression introduced in 4.16.0 on 47105 for complete-partition-key queries scanning documents instead of using partition-key routing, which caused excessive RU consumption and latency for aggregates such as COUNT. See PR 48237

azure-cosmos_4.16.2

4.16.2 (2026-07-15)

Features Added

  • Added GlobalSecondaryIndexDefinition class and global_secondary_index keyword to create_container, create_container_if_not_exists, and replace_container methods for creating Global Secondary Index (GSI) containers. See PR 47468.

Bugs Fixed

  • Fixed KeyError: 'version' in SessionContainer.get_session_token (sync and async) when the container's partitionKey definition returned by the service does not include the optional version field. The error was silently swallowed by a broad except, causing the client to send no x-ms-session-token header on subsequent reads. Against the Dedicated Gateway, this turned every Session-consistency read into an Integrated Cache miss. partitionKey.version is now treated as optional and defaults to 1, matching how PartitionKey handles a missing version. See PR 47143
