Verify the ci-public-proxy "Enforce Cooldown Period" check fires on a pull_request run of push.yml. No functional change; safe to close without merging once verified. Ticket: INF-2235
Bump @types/node to 26.1.2 (published 2026-07-27, inside the 7-day cooldown window) to verify the "Enforce Cooldown Period" check correctly fails on a recently-published dependency. Ticket: INF-2235
